Given the high voltage level [15.82 volts] , I turned on my Garmin Nuvi 760, as well as the inverter and my DiNotte Li-Ion charger to see if I can complete a charge of one of the Li-Ion Batteries, The voltage dropped to just over 13 volts as I did so.
At this point, I see no problem running the GPS all day. Charging the Li-Ion batteries may not work. Longer days of sun and less shade will make a difference. My yard has many trees.

I am please to report that in less than an hour the DiNotte Li-Ion Charger shows a Green LED–battery charged. Of course, the time it takes to charge a battery is relative level of discharge. The Doc Wattson Meter shows a battery voltage of 13.2. I’ve turned off the inverter [also meaning charger] and will see if the sun can get me back to batter full. I’ve also turned off the GPS to speed the process along. So, I’m taking a lunch break.
